The "Action Plan" points out that by 2025, the operating income of Guangdong's ultra-high-definition video upstream and downstream industries will exceed 1 trillion, more than three ultra-high-definition video industry clusters will be built, about five provincial ultra-high-definition video industrial parks will be created, and more than 100 ultra-high-definition video industrial parks will be built. According to the Action Plan, Guangdong Province will focus on promoting six key projects. The first is the chain-replenishing and chain-strengthening project. Support 4K/8K innovative carriers, implement key technology research plans, accelerate the research and development of new equipment, new materials, new processes, and new software that are urgently needed by the ultra-high-definition video industry chain to complete and strengthen the industrial chain. Support enterprises and scientific research institutions to accelerate the research and development of key technology products such as ultra-high-definition video SoC chips, data transmission chips, high-end CMOS image sensor chips, operating systems, high-end materials for liquid crystal displays, audio and video codecs, signal transmission, terminal displays, and monitoring and supervision. The second is the standard advance project. Create an ultra-high-definition video industry standard system with Bay Area characteristics and establish internationally competitive industry standards. Implement the provincial 4K TV network application and industry standard system and roadmap, encourage enterprises and institutions to actively participate in the formulation of ultra-high definition video industry standards, accelerate the development and application of national standards such as AVS2, AVS3, and DRA, and increase the promotion and popularization of national standards. Promote content providers, telecommunications and radio and television operators to provide content service areas that comply with national standards such as AVS2.
Support upstream and downstream enterprises in the Guangdong-Hong Kong-Macao Greater Bay Area that master core technologies to form standard alliances and groups, and set up patent pools in key aspects such as ultra-high-definition audio and video encoding and decoding, signal transmission, product and service testing, information security and protection, and reduce the cost of foreign ultra-high-definition Costs of using intellectual property such as patents.
The third is a breakthrough project in video recording equipment. Concentrate efforts to support 4K/8K camcorders, audio and video codec equipment, professional monitors, ultra-high-definition IP video switcher equipment, VR panoramic cameras, 5G video recording backpacks, 4K+5G integrated media production systems, ultra-high-definition broadcast trucks, Breakthroughs in key recording equipment such as 4K/8K security surveillance cameras, medical ultra-high-definition image acquisition equipment, and industrial ultra-high-definition cameras.
Increase the introduction of front-end enterprises in the ultra-high-definition video industry and promote key enterprises in video recording equipment to settle in Guangdong. Focus on increasing the application of ultra-high-definition video recording equipment in key fields such as radio and television, security monitoring, medical health, intelligent transportation, and industrial manufacturing, and promote the industrialized and large-scale development of video recording equipment.
The fourth is the display terminal quality improvement project. Accelerate the construction of key projects such as Visionox's 6th generation AMOLED module project, Shenzhen CSOT's 11th generation TFT-LCD and AMOLED new display device production line project, and Huizhou TCL Group's integrated machine and module intelligent manufacturing industrial park.
Support the development of new display technologies such as OLED, AMOLED, Micro LED, printed displays, quantum dots, flexible displays, electronic paper, and flat panel display testing, promote the construction of a national printing and flexible display innovation center, break through key materials and processes for printed displays, and develop flexible TFTs Common key technologies in the flexible printing display industry such as backplanes, flexible display drivers and modules, etc., to build a complete printing and flexible display technology innovation system.

Support Guangdong Radio and Television Station and related ultra-high-definition broadcast or production enterprises to build a national distribution and trading platform for 4K/8K content and copyright, and create an ultra-high-definition video content library for the Guangdong-Hong Kong-Macao Greater Bay Area and the world. Sixth is the network improvement project. Accelerate the construction of "dual gigabit" networks, actively improve the access rate and service quality of communication networks, enhance the carrying capacity of optical fiber transmission, wireless transmission, cable TV and other networks to meet the high bandwidth needs of 4K and 8K video transmission. Carry out integration coverage trials of 5G and wireless radio and television, apply for frequency bands from the country, and use radio and television wireless coverage stations to promote the application of 5G in ultra-high-definition video transmission.
Support 5G smart mobile terminals to carry out ultra-high-definition video viewing and realize the coordinated development of ultra-high-definition video services and 5G. Promote the construction of IP, fiber-optic and cloud-based cable networks, and accelerate the transformation of transmission and edge storage and distribution within the cable TV metropolitan area.
